Biden was just playing to his base...

And the 'real' oil industry, the big guys, knows that as they have more leases on hand than they can possibly drill on.

All of the Texas side of the Permian Basin (5 mmbpd or nearly half of all US production) is on private land and the small part that's in New Mexico (a third?), while 55% on federal land is mostly already leased.

What's the big deal?

Nothing Biden can do but talk to his base by preventing wild-catters who are small fish that don't produce any real volume anyway, from drilling in our federal parks.
