This is sort of like saying, a government does no work, individual people do work. One might as well deny the reality of government it toto, as government is nothing but a group of people.
The fact that individuals work on projects, and projects start and finish, that's all very true.
But in my own opinion, some projects are so large and important that they require government management and funding. Apparently, you do not believe that is the case, at least that is the feeling I get from your words.
As far as your statement that "all interstates are toll roads," that's simply a distortion. A toll is something you choose to pay or not pay depending on usage. A tax is legally unavoidable. The fact that interstates were funded by taxes makes the funding required and involuntary, entirely the opposite of toll roads. Again, I think that is a good way to do it, and I take it you would rather see the other way prevail.
