A government can reasonably invest in projects that are large and seemingly of benefit to society. One example would be the interstate highway system. Another would be the space program of the 60s.
Obviously, there will be various opinions of government investments. The space program was seen by many as a waste of tax money. For better or worse, it was driven primarily by generally unstated defense concerns during the Cold War.
But in general, the government should invest in infrastructure (roads, bridges, flood control, etc.). Private companies could in fact try to do such work, but the jobs are very large and expensive and people would have to pay in other ways. If private companies had built the interstates, they would all be toll roads. Is that better or worse than taxes? A matter of opinion.
