So, your first argument was that "united states are 50 states" so the federal government has to follow the clause applying to states.
After learning that this argument is fallacious, you have postulated a rather bizarre counter-argument that the "every state" is in violation of the U.S. Constitution.
So to comply, the states should use gold or silver coins to pay their debts.
Fair enough I suppose.
The federal government will still use paper money for everything else, and this will continue to be constitutional.
Needless to say, states using gold and silver ain't going to happen. But I would encourage you to pursue this legal question through the courts. It is actually your civic duty to do so, since you have noticed this egregious violation of law.
