I suspect there are a myriad of reasons how someone would know if they were harrassed by an alien or immigrant.
let's see:
1. The harrassee knows the person or the person's family and knows they are not a citizen.
2. The alien/immigrant works with the harrassee and it is common knowledge the harrassor is not a citizen.
Care to think of some more scenarios or is it all too hard?
