I think I've got a handle on what you're saying, but here's a thought:
Assuming there is belt creep, let us also assume that the properties of the belt's cross-section are consistent over the entire belt. Thus, belt creep would be consistent over the entire belt and it follows that platter speed would remain consistent regardless of belt creep.
Make sense?
