Lift the wand until the vacuum supports the weight of the LP while rotating the table. That's how I use my DIY RCM.
I think "pulling on the vacuum" allows the bristles on the wand to straighten up, thus letting more air flow into the wand to wisk the fluid/dirt/air mixture away. Pushing the wand down on the LP stifles the air flow as evidenced by the sound of the vacuum pump loading down.
My RCM has an adjustable bypass inlet to the hose for adjusting the amount of flow throught the wand.
