it is perfectly logical to me that the further away from the pivot on the suspended side (read cartridge side) mass is added the more it effects effective mass,... Conversely adding mass on the other side of the balance (pivot) decreases effective mass. Move it coloser and/or increase the mass and the effective mass goes down.

That's quite wrong. It's very simple. Mass times (distance times distance) gives moment of inertia. It doesn't matter what side of the pivot it's on. Also the moment of inertia and the effective mass are the same thing, just measured different ways.

The Schroder arms may be excellent but they are not magical. There is no way the magnets increase the moment of inertia.
