I guess it all depends on what your concept of what "punk" is (or was).Jello was more then just silly stage antics and nasal voice. He put his lyrics into action - running for mayor of SF, starting a label and signing awesome bands such as No Means No... his spoken word can be tiresome, but at least it's a form of political protest.
Clash was a great band musically and influenced many a ripoff, but their punk thing proved to be about image appropriation and had no tangible result.. not to mention they were considerably more accessible to mainstream ears and for that reason alone they are far less punk to me then say, Rudimentary Peni:
