I'm not sure what Rat Shack pre you are intending on using, but my experience with the battery operated "little rat" phono pre was terrible. Sounded as if the music was playing in a cardboard box. I was using an MMF-5 table at the time. It actually sounded much better using the built-in phono stage on my old Panasonic integrated! I've since moved on to the MMF-7 and Monolithic Sound pre.However, I should fairly note that many people have commented that the "little rat" was quite nice in their system. Point is, to give vinyl a fair shake, make sure you try another pre before making any judgements.
As for cleaning, I'm a firm believer in Disk Doctor solution and brushes. I use them with a VPI 16.5 cleaning machine.
