That is correct, at least according to my 309 manual. As a matter of fact, I found it impossible to get within the 3mm on my VPI table/armboard. If I aligned the arm to be parallel - at rest - to the edges of the armboard, the arm would stop before reaching the end of the record. I was a bit disconcerted by this, the arm at rest needs to be noticeably closer to the left edge of the board. I set anti-skate completely with the Hi-Fi test record.
