Actually, I believe it was the other way round.
They built the school next to the fertilizer plant. And at the State level, the law prevented, or rather didn't allow for, what you might call oversight of those kinds of facilities in rural counties. Thus setting the stage for the West disaster. About the only thing you can say is it coulda been worse, which Governor Hotwheels is fond of saying after all sorts of preventable things like school mass shootings.
Not disputing your point, just commenting on how fucked up some things are in Texas. It's a place that's always been about opportunity, but you better not get between a Texan and his money.
