Well I thought that the idea of using a vacuum was to remove the liquid.
If the liquid is not fully removed then any dirt suspended in it from cleaning (and rinsing) will simply adhere to the groove walls like microscopic dried mud as the liquid evaporates.
At most the disc should only be humid after a vacuum cleaning process and that may be the best time to play it as any static will have been dissipated.
