It is called the EBLT in Rega speak.But to answer the question, yes the white belt sounds better than the black belt for solidity and detail. The reason is simple, there are multiple paths of vibration from the motor to the phono cartridge, and one is from the motor to the platter through the belt. The compliance and resonant signature of the belt are going to change the sound.
Also, if you have an older Rega deck without speed control, that runs fast, and that matters to you, various users have had good success using the Edwards Little Belter, which is much less expensive than the Rega products.
