With those components and that much gain and a 47K load, you should not be straining. Something is amiss, or there is another bit of data missing. As a last gasp, check the specs on your amplifier for "input sensitivity", which is to say how much signal voltage is needed to drive it to full output. If it's 2V or more, let us know. Also, I wonder whether the stated efficiency of your speakers is what the company says it is. If it's actually down around 90db or less, then your problem could be at the amplifier/speaker interface. For example, what is the nominal impedance of the speakers? If it's in the 4 ohm range, maybe your SET amplifier cannot drive it efficiently. That might do it.
Someone below suggested changing your phono load from 47K to 82K. I don't know why that value was preferred, and indeed your cartridge may sound a bit better (or worse to your own ears) with an 82K load, but that is NOT the source of the problem, IMO.
