in this case the linestage section of the C28 has much more than average gain for a linestage, adding another 20db. What counts is the total gain from phono input to linestage output, which is 62db. 62db is not ridiculous for a cartridge with 0.3mV output, although I can imagine it would be marginal in some systems. At least that is the way I would look at it.
