It sure should be at least at the main fuseblock. Otherwise you are very out of code and could have a danger on hand. Might want to have this looked into.
Now back to the topic. Some outlets in my house are not 3rd prong grounded. This is what is called "earth ground". It is esentially the same as a cold water pipe ground. I have my old Ampex preamp chassis grounded to a cold water pipe in my bedroom system. Using a multimeter from the chassis of preamp while powered up, with no rca inputs connected, I measure the voltage in the chassis to the wire coming from pipe. Then orient the ac plug and remeasure. The lowest amount measured is considered the correct ac plug orientation.
Yes this does make a difference. Most notably the quieter background. Almost like a small layer of noise has been removed from the audio signal.
