I'm just guessing but the R and leakage inductance of the transformer form a lowpass filter which could help eliminate differential line noise. The other thing is the possibility of using it for inrush current limiting.

Edit: I should have said bandpass. With the load in there it's more of a bandpass. But it's probably for a little emi filtering and some current limiting.
