When I read your post I immediately got out my SME V protractor and measured the distance from the center of the spindle hole to the null-point to confirm it was exactly 66-mm, which it was. Then I decided to measure the angle of the grid to determine the offset angle, which is supposed to be 23.635-degrees. I made the mistake of measuring the offset angle against the yellow centerline in the picture below and I got 24.8-degrees, which made me think that you might be right. Then I caught my error and made the correct measurement against the red line through the stylus and tonearm pivot, which yielded the correct 23.6-degrees.
Incidentally, I now use the Law of Cosines to measure angles so I get very accurate measurements. The offset angle is the complement of the angle "C" at the stylus on the red triangle in the picture below. Subtracting angle "C" from 90-degrees yields the cartridge offset angle.
