Your rumble filter is not implemented at the phono input; it is implemented on the input op-amp of the phono-stage, which is completely different. In other words, switching the filter in has no effect on the cartridge or the phono-stage input impedance unlike placing a passive filter at the phono input. Therefore, you should always place a passive filter either in-between the phono-stage and line-stage or in-between the line-stage and the power amplifier.
