The arc protractor must be designed specifically for the tonearm being aligned. The arc's radius must be the effective length of the tonearm and the tonearm must be mounted at the correct pivot-to-spindle distance. If all of those parameters are correct, then the stylus can not help but follow the arc.
Therefore, either your tonearm was mounted incorrectly or else the arc protractor was not the correct one for your tonearm.
One of the reasons I like to make my own arc protractors using Conrad Hoffman's arc protractor printing program is because I can measure the finished product to determine its accuracy. As you can see from the picture below, the tonearm pivot point is specified so I can measure the arc to make sure of it's accuracy. Anyway, if your protractor is accurate and your tonearm is mounted correctly, then the stylus can always be adjusted to follow the arc exactly.
