If you're suggesting that the Mint protractor and your paper protractor were designed for the same alignment parameters but the alignments were different, then the logical conclusion would be that your printer is not doing an accurate job printing your paper protractor. If your printer is accurate, there will be no difference between the alignment from a Mint protractor and Conrad Hoffman's printable arc protractors.

It's very easy to determine whether your printer is doing an accurate job by making some simple measurements using an accurate ruler. I always measure the distance from the center of the spindle hole to each null-point and I also make a few measurements from the tonearm pivot point to various points along the arc to make sure the arc is accurate. As long as your paper protractor is printed accurately, it will provide the same alignment as your Mint protractor.
