If you're saying the 200-mm lines in both the X and Y directions are 1-mm short, you probably need to increase each printer correction factor to the following value:
200 / 199 = 1.005
If 1.005 doesn't work, try 1.01. You might have to experiment a bit. On my printer, the X direction has to be set at 1.01 and the Y direction is right on the money at 1.00. Anyway, just try some trial-and-error experimentation and I'm sure you can get it very close to perfect. Once you find the right numbers, record them for future use.
The biggest problem I found was in accurately punching the spindle hole. I have a three-hole paper punch that punches exactly the right size hole, but I always ruin two or three protractors before I get the hole dead center.
I bought some 110-lb paper for printing protractors and it works well for me. Then I place the protractor on top of an LP for cartridge alignment.
