I think you need glasses. Fs is exactly 90-degrees to the pivot/stylus axis. Fs is the skating force vector in the diagram I presented.
You also need to face facts: You are as wrong about skating force being a function of tracking error as you are about the direction of the skating force vector in the diagram I presented.
