I am an auto electrical tech, but not an audio tech. From what I gather speaking with those who claim to be audio tech, the signal to the strobe is either there or it is not. If it works sometimes, I'd sure try the bulb. Hopefully that one is easier to replace than on my PS-x50. I also put one in my Marantz 6300 10 years ago and it was simple.
One thing to check if you have access to a multimeter is the voltage going to bulb leads. Should be a steady 120V AC. Or thereabouts.
