A small machine shop would be able to do this simple job. There is no special tooling needed to accomplish this.
The 24mm hole would be bored up maintaining concentricity to become 30mm.
Three through holes need machined. You would provide the exact locations and diameter.
If you were to do this yourself the difficult part would be enlarging the bore while maintaining location. If the 30mm is simply an opening then size and location are not a deal breaker. You would need to remove about an 1/8 evenly. The three through holes could be done very carefully with a hand held drill. It's difficult to hold a drill perpendicular a drill press would be a much better choice. Buy an appropriate drill for mild steel. Run the motor about 500RPM. Coolant is not needed. The plinth material is very easy to mill.
