How bad are the stock Empire tonearms...really?

I've been considering picking up a clean, vintage Empire 398 turntable from a friend of mine. The tonearm is very clean and it feels smooth and tight. Are these tonearms really bad trackers or is it possible to set one up with a good cartridge and have it track well and not chew up my records?
