I had a book a while back from the 90,s that had the construction plans for an old idler table. It was a small box that connected inline between table and wall outlet, , probably about 5x5" and had a dial for speed adjustment. Not sure of the rage think is was 5% or more which would be enough. Cannot tell you exactly how to build it but do a search on google and you may find one for sale.
