Yes because if the two arms have the same effective mass but different weight distributions then they must have different actual masses.If you lower the headshell mass and increase the arm tube mass so that the "new" arm has exactly the same effective mass as the "old" arm, then the way it responds to an applied force at the stylus will be exactly the same when the arm is considered as a rigid body . The differences between the arms will be in such matters as rigidity and resonance, not in moment of inertia.
The new arm will be heavier than the old arm because the added arm tube mass is closer to the pivot so you'll need to add more mass than you took off. Let me reiterate however that it will have exactly the same response to an applied force at the tip because we have kept the moment of inertia the same.
I don't mean to imply that the two will sound the same - I personally think the more mass you can take away from the headshell end of the arm to apply to the arm tube to improve rigidity the better.
