A signal is either periodic or aperiodic. There is no such thing as a "changing periodic" signal- Such signals are always aperiodic. Periodic implies a *fixed* frequency or *fixed* set of frequencies.

"For as long as I can remember stereos have carried specifications indicating frequency responses as being between 20 and 20kz. A freguency is, last time I looked, a periodic signal."

A periodic signal is a signal that repeats the same waveform continuously. Again, it has a *fixed* frequency.

When frequency response is specified between 20 and 20 kHz, it generally applies as a basis for *measurement* using periodic test signals (almost always a sine wave), but it would be almost impossible to measure frequency response with music or aperiodic signals.
