The suspension looks to have been damaged and given the very significant deviation from the centreline, this looks to be far more than just antiskate related. The "typical" antiskate force required is (very roughly) about 10% of the VTF. However the magnitude of the skating force is proportional to the tracking error - are you confident that the geometry is correct? To get that level of skew suggests a combination of factors and the 2.4g VTF wouldn't have been kind on the suspension!
At the maximum recommend VTF of 1.5g, what was the highest band tracked on the HFNRR? Remember this only tests the LF trackability related to the suspension and doesn't test the HF trackability. As such +12dB would be adequate for a typical LP and assuming you are using the current pressing and not the original, this value is equivalent to ~49.5um. +14dB would be ~68.4um and would be close to the likely maximum capability of the M44 without knowing more about the age of the stylus. I wouldn't expect it to clear +16dB and even +15dB might be out of reach.
