Those days are over about Koetsu lack of extension. I have the newer Koetsu Black, and if you give it a rock solid TT it will deliver solid deep taut bass and extended treble.
The problem is there are those that expect a great cartridge will overcome the shortcomings of the TT and arm. Koetsu won't let you get away without a good TT and arm. So sure the Tsugaru will perform better on an under-performing TT, but not quite so much on a TT worthy of a Koetsu.
It's the TT first, the arm second, and the cartridge last. I tried the other way before understanding my mistake.
I have also had the Urushi Tsugaru (sp?) and the older Rosewood Signature. You just don't get all of it without a great TT. The Urushi was the best one I liked and the most unaffordable. On a great TT suitable for a Koetsu, all Koetsu's will sound outstanding.
