It is, I believe, a later upgrade to the arm for better shielding of the signal and reduction of hum/noise. If you look closely, you will also see that the damping wrap is slightly thicker on the arms with the metal braid--at least, the difference is noticeable when I compare my plastic- and metal-braid arms. The metal-braid arms are also slightly heavier than the earlier arms, making them more suitable for medium- to low-compliance cartridges.I haven't gone back to check, but IIRC at the ET site there is a reprint of an old Positive Feedback article on upgrades that mentions the differences in wands.
