Not all, as half the country is on a 50hz grid while the other is 60hz. Blame it on post WWII occupation politics. That being said, looking at the power supply label should tell which. Your point about frequency affecting speed is valid. Although I think the speed is regulated through a "trigger" that works with the platter.
