I'm not certain what you mean by this or even what period you are referring to, but that's not how things worked in the 1950s - the 1980s. Engineering would specify parts that fit the technical requirements and the purchasing department (part of manufacturing) would get samples. The engineers would build the circuit and choose the values and construction based on performance in the laboratory. Purchasing would get quotes from different vendors and would select one based on price. Engineering would sign off on the part and manufacturing would build the unit. I worked in electronic manufacturing in marketing, manufacturing, and engineering.
