That is helpful, he means that ground needs to be there, same as the original circuit. The heater doesn't float.
Look at the phono board, follow the trace from pin 9 on the two tubes. It should lead to an eyelet which is to connect to your star ground. Check to see if it is broken, or corroded, or missing. That includes looking at the tube socket connection for pin 9. Sometimes they will crack and need to be resoldered.
