I doubt that you will find a used OEM meter. Your other thought is probably the way to go. Most, if not all, manufacturers that had meters in their equipment used "standard movements", like 0-1 milliamps, or 0-100 microamps and had the meter manufacturer inscribe a made-to-order scale.
Trick is finding out what the full-scale sensitivity is. I don't know. Some of the folks that work on them undoubtedly do and you might find that from them.
I had a sticking voltmeter on my 539. Found that it was a 0-1ma movement - located another meter in the exact same case and swapped out the scale. A VERY delicate process - and be VERY CAREFUL when using magnetizable tools.
