NAD Stereo Receiver.

Monitor sized speakers: Celestion 3, B&W DM302, KEF Q15 series or Kresta, just about any Mission speaker designed with the tweeter on the bottom, Acoustic Energy Aegis 1, NEAR 10m.

I practice what I preach...currently using a NAD 7140 receiver and a pair of Acoustic Energy Aegis 1 speakers in a vacation home, a NAD 7120 receiver and AR18 speakers for computer audio, a NAD 7060 receiver with NEAR 10m speakers in a vinyl to computer setup, my daughter uses a NAD 7020 receiver with Celestion Ditton 60 speakers and I use a NAD 3020 as a headphone amp.

Combo of any of the above would provide excellent sound your dorm room and would make the most the limited space available.

Just a cursory look at Ebay shows many examples of the above available for less than $200 combined. With luck you should be able to do better locally.
