I think EICO included the hum at no extra charge

My HF-81 has background hum, too, but the caps are all fine. In the case of the HF-81, it's probably due to poor lead dress in kit construction and/or poor/loose grounding somewhere.

I have heard another HF-81 that was very quiet, so there is hope for your HF-32!
