Hard to say from that pic.
It kind of looks like a pressed-on cap on the end of the spindle/axle securing that pulley. If it is a retaining cap, then prying it off to free that pulley is almost guaranteed to break something.
Sorry, but no better advice to offer than the other guys.
If you were to get that gear out without destroying the lot, I've seen some amazing things done on YouTube with super glue and baking soda. Chances of finding a 30 y/o replacement plastic gear are slim and none, I suspect.
