Two things.
One is the dac tube stage was running at a different parameter due to DC in the feedback most likely altering the operating voltages. Voltages could be different than the readings you took with the cap out of circuit.
Second thing is a lot of tubes show full B+ voltages until they start conducting so there's a possibility that the 40 or so volts is where the tube settled.Could start out much higher than that.Most designers use caps that are rated for the full b+ for that very reason.
