RE: Capacitor and resistor upgrade question

It's all about the suitability for each particular component in each specific instance and whether you can prove it or not. US courts apparently tend to lend more credibility to engineers than even the most highly enthusiastic tweak, so it might be rough for someone like you if dragged into court.

Having the UL rating makes the insurance claims much more of a no brainer if things go wrong and everything was being applied correctly per the UL ratings. This is presumably due to the level of rigor UL applies during their testing processes. They've established themselves as a competent entity and have plenty of litigation history to prove it. Going through UL testing on a listed product can be pure hell because they are extremely thorough and do a line by line check of every single thing. If you do not have it perfect they wont pass you since it is their own repuutation at risk once they allow you to display their mark.

The problem with not having the appropriate UL ratings is it raises the questions about suitability of the application of a particular component in each instance. It becomes up to the circuit designer to show the judge, jury, why his choices were OK. Not always super easy to do for a tweaker.

UL is essentially this manufacturer representative that has your back and is an extremely powerful ally in court to defend your design but they command a massive fee for the service. Some might even call it a racket. Sometimes it's best to just pay Guido for his protection "services".
