RE: Out Of Phase Electrical

In general, I'd agree with jea48.

I'd almost certainly investigate the room first. Sounds like it's thin possibly because it doesn't support enough weight on the bottom, due to dimensions or other acoustical issues.

It could conceivably be speed wire outlets, but it sounds as if you are describing an acoustical issue.

It most likely has nothing to with electrical phase.
