Of course, mounting the tourmaline inside a component could limit "ionic" movement. However, if the ions are in someway affecting the individual components on a circuit board then their proximity to them could be of some use. Judging from Paul's statement, I would hypothesize that it would be true.
In the search for causality of this "ionic" effect, all observations must be noted and brought into consideration. To make a sort of summary:
The first observations by Mike over on General claimed that treating the software created a noticeable sonic improvement, especially when combined with degaussing. Paul later posted that he heard a similar improvement by simply blowing the air over the equipment, and that observation was seconded by many. One of my friends commandeered his wife's ionic hair curler and when it was tested, turning it on and placing it front of an equipment rack, improvements were likewise noted. Paul came back with the observation that the ionic wall wart generated an improvement also, but without the need for blowing a noisy hot air generator about.
All very interesting. Now, those hair dryers and curlers use what is advertised as a tourmaline ionic generator. We know that tourmaline has piezoelectric properties, that much is very well documented, but the pyroelectric effect is less widely known, at least till the advent of these ionic hair products (too bad I'm bald).
The fact that various ionic products have all produced positive results, and some of them generate very little air movement is of interest (the hair curler). In addition, in my initial experimentation I was in a friend's home which had air conditioning right above the equipment rack and blowing air away from the rack and the ionic devices. The air conditioning does have a filter and the owner is rather fastidious, so one would wonder about the "scrubbing" effect of any ionizing device.
As other products seem to demonstrate, the presence of the negative ions seem to trigger these improvements, and you simply need to have them to enjoy the benefits, no matter what the source. Apparently the more, the better the sonics. If it were not affecting anything within a chassis, I doubt if Paul would have heard what he states. Of course the piezo effect could have influence, that much is certain.
