I don't disagree. I just chose to use the term most commonly used.
PS: How many "passive preamps" contain a transformer to amplify the signal?
Well, the S&B TX-102 transformer-based attenuator could be wired to give 6dB of voltage gain.
And of course there are transformers used for amplifying the signal from moving coil phono cartridges.
My point was simply that transformers can provide voltage gain and do so passively.
