47uF 16V is in the feedback loop and connects to ground through a 1K. Also notice there is no DC voltage across this cap. This is bad for most electrolytics so use DigiKey 4291PHCT-ND, a MnO2 cap that allows some reverse DC.
Replace those 1.5uF electrolytics with metal films.
And replace the other electrolytics because they are old.
