Yes, FPE load centers, panelboards, and breakers were UL listed. Same with Zinzco.
I attended a seminar class, about 20 - 25 years ago, and I remember the instructor saying UL tested a breaker 2 times. If it tripped twice under UL controlled tests it passed. I remember the instructor saying something like, so if a breaker trips more than twice it should be replaced. That was all it was tested for.
