I think you are confusing DIY, a person making something for themselves, with someone building things in their basement or garage and then selling them to the general public. As for DIY I would think, in the event of an electrical fire, the insurance company would/will look to see if negligence was at play that caused the electrical fire.
Example, you built a power cord using cat 5e 4 pair data cable.
The fire department determined that the fire started in the area of you audio system and further investigation found the remains of the power cord.
Your insurance may or may not pay the claim. Obviously you were negligent using a wire that was never meant to be used for 120V power wiring.2nd example. You buy a power cord that is not listed by any recognized third party testing laboratory, like UL for example. The power cord feeds a power amp. You leave your system on 24/7. There is an electrical fire around the area of your audio system. The cause turned out to be the power cord was at fault. A poor connection at the AC power plug started arcing and sparks were dropped on the carpet below.
Will the insurance company rule negligence because the cord was not UL listed? Don't know. If the seller of the power cord assembled the power cord using a cord that was UL listed and the plug and IEC connector were UL listed chances are better they will approve the claim.
What if the seller of the power cord used 2 single insulated conductors, twisted them tightly together then ran a green ground wire along side the twisted pair and installed a thin clear plastic wrap over the 3 wires? Is the 3 wire cable UL listed? Will your insurance company deny the claim?
What is your recourse if the insurance company denys the claim? You could probably sue the seller in small claims court for negligence.
