Having the plastic side of the shield face in toward the wires will prevent tribo electric noise from being drained and it will in fact generate even more such friction noise. Drain wire wrapped in opposite direction of the wire pair inside will maximize contact with the metal foil layer. The cable will have a little more bulk this way but good contact with the metal foil, winding the drain wire in the same direction as the twisted pair ill make for a little less bulk and a little less contact but the foil will still work that way. Most cables as set up with the drain wire twisted with the pair to save on overall size. You can pre coat your twisted pair dielectric with an antistatic compound to further reduce tribo electric noise.wires are also available with resistive layer top coated insulation these are used in low noise applications such as microphone cables.
