While the semi-rigid 700 series might sem that just acloth covering is OK, it is still fiberglass, and can still shed small pieces when moved or brushed against. This is why I recomend using a layer of hi-loft poly-fil (polyester) batting over the surfaces that are exposed to the room, and THEN covering this with the cloth of choice. If the cloth is acoustically transparent enough, then two layers will probably not do the job of keeping in all the potential loose fibers.
BTW, unless the fabric is rated for acoustic use, or is an absorbing type of cloth (like burlap), it may not work as well. Most cloth refelcts a significant amount of mid and HFs. So unless the cloth says it is for speaker grille use, or is of a known type for this use e.g., Acoustitone, Guilford, etc., DO NOT ASSUME IT IS OK!
